Kolkata Urban Services for the Poor
KUSP
 
Innovative / Challenge Fund

Objective: To support civil society organizations in undertaking innovative and pioneering initiatives that contribute to the overall mandate of urban management and focus on issues concerning the poor and vulnerable sections of the society

Project Selection: There is a two-stage process for selecting projects

  • Preparation of the Concept Note
  • Preparation of a detailed proposal based on the approved concept. Time Duration: 5 months (starting from publication of advertisement to final project approval.)
Economic Development

  • Identification of informal sectors.
  • Looking for proposal at positive interventions.
  • Screening by Project Selection Committee.
  • Initiative has been taken for Execution of selected proposals.

Review on SJSRY programme is already completed and SUDA is currently preparing the detailed intervention plan proposal to be submitted to DFID for approval.

Health :

Objective: To Strengthen the existing community based primary health care services in the ULBs

Major component: Community based honorary health worker scheme in form of CUDP, IPP-VIII, UHIP in KMA ULBs and IPP-VIII (Extn.), RCH Sub-Project, Asansol and HHW Scheme in Non-KMA ULBs

A Health Steering Committee was constituted during November, 2004 by CMU to finalize the design of the health component of KUSP programme.
 
ACTIVITIES STATUS
Provision of Uniform to grass root level health functionaries (HHWs, FTSs and STSs) Allotment letter issued to all the ULBs concerned. Sample of Uniform have been provided to the ULBs for undertaking procurement at their end.

Re-training for different level of health care providers i.e. HHW, FTS, STS / ANM, PTMO, HO, AHO and UHIO for updating of technical knowledge and skill and strengthening of primary health care services at door step. Re-training for Health Officers (HO) & Asstt. Health Officers (AHO)
  • All India Institute of Hygiene & Public Health, trie renowned institute was vested with the responsibility for designing course curriculum and organizing 5 days residential course for retraining of HO and AHO on Public Health & Management.
  • The 1st batch of training for 26 HOs & AHOs of 16 ULBs was held during 14-18 March, 2005.
  • The 2nd batch of training for 22 HOs & AHOs of 19 ULBs was held during 18-22 April, 2005.
  • The training for 3rd batch will be held during September, 2005.
  • Trainers training of 40 KMA ULBs on Food & Nutrition and growth monitoring of under five children have been completed by CMU in April, 2005.
  • Re-training for grass root level health functionaries
  • Re-training on Food & Nutrition and Growth Monitoring of under five children has started at Health Administrative (HAU) level with effect from May, 2005 and will be completed by July, 2005 for KMA ULBs.
I.E.C. activities. Action plan on I.E.C. activities has been drawn and allotment had already been issued to the ULBs.
Piloting Health Insurance Scheme The issue was placed before the meeting of Health Steering Committee held on 11.01.2005. The health insurance scheme suggested by Interim Support Consultants was found not feasible. Exploration of alternative scheme is under process.
Refurbishment of Sub-Centre DFID desired to examine cost effectiveness and levels of utilisation etc. of the Sub-Centres. A study in this regard was done by CMU and the report had been submitted to DFID.
Incentive fund Criteria for incentive fund have been drawn and circulated to the functionaries concerned.
Incorporation of health issues in DDP guideline Citizens charter Salient information had been kept in DDP guideline.
Citizens charter Citizens charter as slum level included Birth & Death Certificate.
 
Roll out KUSP

On the outset of the above, Government of West Bengal have desired to extend these 3 (three) major components of KUSP 1) DDP Preparation, 2) Accounting Reforms (Accrual-based Double- entry Accounting in the ULBs) and 3) Citizen's Charter to bring major reforms, planning effort and good governance in all ULBs of the state to the rest 85 nos of ULBs of the State, in the same tune to the KUSP programme and expressed these desire to Govt. of India and DFID. Subsequently, in the year 2006 Govt. of India, Govt. of West Bengal and DFID have agreed to rollout the major three components of KUSP programme i.e 1) DDP Preparation, 2) Accounting Reforms (Accrual-based Double- entry Accounting in the ULBs) and 3) Citizen's Charter to the rest Non-KMA 85 ULBs. An amount of Rs.32.00 crore have been allocated for this rollout programme of KUSP and now it is going in full swing under KUSP Roll out programme.

KUSP Roll out will give all sort of Technical, Handholding & Financial support to 85 ULBs for preparation of DDP & Citizens Charter, Transform to Accrual-based Double- entry Accounting only.
