Integrated Development of Small and Medium Towns
 
 
Implementation:
  • Scope for increasing own revenue of the municipalities has been increased manifold
  • In the towns where the above IDSMT schemes have been completed, 2nd Phase of the programme is being implemented
  • The Central Government has released a total sum of Rs.23.64 crore as central share and Rs.39.40 crore including the State Share has been released to 27 municipalities
  • Considering the performance of this project, Central Government has enhanced the annual allocation from Rs.8.25 crore to Rs.17.15 crore during 2005-2006 financial year
For the purpose of reducing the pressure of population on the city of Kolkata by making Integrated Development of Small and Medium Towns outside the Kolkata Municipal Area and for the purpose of transforming those towns as centres of development for providing additional scopes for employment the IDSMT scheme was launched.

So far 84 municipalities out of the 85 municipalities outside the KMA areas and 2 ULBs of KMA area have been brought under the purview of this scheme and amongst them schemes for 64 Urban Local Bodies have already been completed.

So far an amount of Rs.42.18 crore has been provided as Central Assistance to these schemes by the Central Government, Beside this, the State Government has provided Rs.31.72 crore and including this amount a total amount of Rs.72.87 crore have been allotted to the above-mentioned no. of municipalities. Out of this allotment, expenditure to the tune of Rs. 70.00 crore has already been incurred.

Infrastructures created through these IDSMT schemes are :

By implementing the above schemes, scope for increasing own revenue of the municipalities has been increased manifold.

Further, in the towns where the above IDSMT schemes have been completed, 2nd Phase of the programme is being implemented.

Since 2002-2003, 27 towns have been included involving a total project cost of Rs.143.48 crore, which have been approved by both the State Level Sanctioning Committee and the Central Government.

The Central Government has released a total sum of Rs.23.64 crore as central share and altogether Rs.39.40 crore including the State Share has been released to 27 municipalities and work for implementation of these schemes has already been started. So far, expenditure to the tune of Rs. 30.04 crore has been incurred.

So far, considering both Phase-I & II, Central Share to the tune of Rs.65.82 crore have been obtained. The State Government has so far provided its share of an amount of Rs.47.48 crore. Both the State and the Central share amounting to Rs.112.26 crore has been released to the concerned ULBs against which expenditure has been incurred for Rs.78.49 crore.

In Phase I, 84 municipalities out of the 85 municipalities outside the KMA areas have been brought under the purview of this scheme and amongst them projects for 64 Urban Local Bodies have already been completed. So far an amount of Rs. 52.81 crore has been provided as Central Assistance to these schemes. Beside this, the state Government has provided Rs. 34.75 crore. Out of this allotment, expenditure to the tune of Rs. 83.79 crore has already been incurred.

Further, in Phase II, the towns where the work of Phase-I have been completed, 2nd Phase of the programme has been implemented. Since 2002-2003, 37 towns have been included involving a total project cost of Rs. 113 crore, which have been approved by both the State Level Sanctioning Committee and the Central Government. The central Government has released a total sum of Rs. 47.42 crore as central share and the State Share has been released to 37 municipalities So far, expenditure to the tune of Rs. 47.17 crore has been incurred.

So far, considering both phase I & II, Central Share to the tune of Rs. 100.23 crore have been obtained. The State Government has so far provided its share of an amount of Rs. 63.28 crore. Both the State and the Central share amounting to Rs. 151.35 crore has been released to the concerned ULBs against which expenditure has been incurred for 130.96 crore. This scheme has been subsumed with JNNURM from the last financial year.
