(1) Municipal Solid Waste Management in Asansol Urban Area, West Bengal-

Objectives
To create / introduce an efficient Solid Waste Management system in Asansol Urban Area in compliance with MSW Rules 2000
Need of the Project
The deteriorating situation of solid waste management reflects clearly in the streets/roads of Asansol Urban Area. This along with the requirement as per law, to have a system in compliance with MSW rules 2000 into place at the earliest has necessitated the formulation of this project.

Project
Components
The requirement of
the total waste generation has been
worked out after a detailed survey of
waste generating areas in consonance
with the guidelines of the Manual on
Municipal Solid Waste Management. The
requirements of the equipment for the
waste collection, storage and
transportation have been worked out on
the basis of projected population at the
end of design year, per capita waste
generation as per norms, storage
containers calculated on the basis of
volume, distances to the MSW treatment
plant / compost plant and SLF duly
considering the time taken for trip,
volumes of MSW handled by the vehicles
on the basis of no. of trips etc.

The land for the
integrated complex for solid waste
treatment and disposal at sanitary
landfill facility is earmarked at
Mangalpur by ADDA. The ownership of land
is vested with ADDA. Similarly, land for
MSW treatment plant proposed at Asansol
and Durgapur is available with the
respective ULBs.
The implementing agency is stated to be
exploring the possibility of PSP and /
or PPP mode for implementing the various
components of the project in order to
achieve sustainability.
(2) Municipal
Solid Waste Management in 10 Municipal
towns with Ownership of land for SWM
activities
Different types of
Solid Waste Management Schemes are being
taken up by KMDA within 40 ULBs. 9
municipal towns are under the six
ongoing schemes, 6 municipal towns are
being taken up under JBIC-ODA tour. The
above scheme covering 10 ULBs are taken
up under JNNURM, having ownership of
land for Composting & Sanity Land Fill
Plant. Guidelines of CPCB and CPHEEO
Manuals are being followed in
preparation of the DPR amounting to Rs.
56.58 crores.

Kamarhati, Budge Budge, Rajpur-Sonarpur
and Rajarhat-Gopalpur.

(E) Italian Assisted
Solid Waste Management Project in 16 Municipal
towns :
A project for "Water
Supply & Solid Waste Management in selected
towns of West Bengal" for a project cost of Rs.
157 crore under Italian Assistance has already
been approved. On 10th January, 2006 Government
of India and Italian Government have signed the
Memorandum of Agreement (Note Verbale) and the
Financial Convention for a tied Bilateral
Assistance
The Solid Waste Management concerns all the 16
selected urban local bodies. Priorities for the
Solid Waste Management include improvement of
the collecting system, treatment of the hospital
wastes and preparation of pilot sanitary fields.
Preparation for detailed Project Reports is
under process.
(F) Other Initiatives : Siliguri Jalpaiguri
Development Authority (SJDA)
The Detailed Project
Report of MSW (segregation, collection,
transportation and disposal) for Siliguri
Municipal Corporation had been prepared by SJDA.
The land of an area of about 37.26 acres has
also been identified for setting up of waste
processing and landfill facility. The land is
located at Mouza - Binnaguri near Sahudangi
under P.S. Raigunj, Distt. Jalpaiguri. The SJDA
has already invited a tender for the development
of Compost Plant and Landfill Facility. The West
Bengal Pollution Control Board has committed to
provide a fund of Rs. 25 lakh for the
development of Landfill Facility
Sriniketan Santiniketan
Development Authority (SSDA)
Mr. P.U. Asnani, the
Consultant, USAEP has prepared a Preliminary
Project Report on municipal solid waste for the
entire planning areas of the SSDA. SSDA has
identified a land of area measuring 5 acres at
Mouza Dwarkanathpur in Birbhum District for the
development of solid waste management plan.
Haldia Development
Authority (H.D.A.)
The Haldia Development
Authority and M/s. Ramky Enviro Engineers Ltd.
Have formed a joint venture company in the name
of West Bengal Waste Management Ltd. This
Company will develop a integrated Waste
Management Complex on Build, Own, Operate and
Transfer (BOOT) basis for the hazardous wastes
of the entire State, municipal solid wastes and
biomedical wastes for the Haldia Municipality
and other adjacent municipalities. The proposed
site of area 70 acres for the integrated
facility is situated at Mouza Purba
Srikrishnapur, P.s. Sutahata, Dist. Purba
Midnapore.
