Initiatives have been taken to place in-service officers to all the ULBs. Primarily in ULBs within Kolkata Metropolitan Ares (KMA), this process has been initiated. So far in 29 ULBs have been provided with in-service Executive Officers.
Recently a process has been initiated for creation of a separate cadre of Executive Officers for appointment of Executive Officer of the Municipalities. Necessary rules are being framed for creation of this separate cadre. After creation of the cadre the the officers of this cadre will be appointed in phases.
Finance Officers
Due to the introduction of
Double Entry Accounting System, the necessity for
appointing Finance Officers has become the need of the
hours. At present out of 65 sanctioned posts of finance
Officers, 38 Finance Officers are working in various ULBs. Recently, 59 new posts of Finance Officers have
been created. These posts, which will not be filled up
by the officers from the Audit & Accounts Service will
be manned on contract basis. Necessary action has been
taken. Finance Officers in those posts will be engaged
soon.
To ensure financial discipline in the ULBs, arrangements
for making internal audit has been initiated. For this
purpose, several Chartered Accountants firms as well as
the auditors of Directorate of Cooperative Audit have
been entrusted with the work of preparation of accounts
and auditing of accounts of the ULBs. Necessary rules
have been framed. In order to introduce the
Double Entry
Accounting System, each Urban Local Body under Kolkata
Metropolitan Area has already been provided with one
Accounts and Finance Coordinator under the KUSP
Programme. For the other Municipalities outside KMA area
the work of appointing Accounts and Finance Coordinator
has been taken up.
