Issues to be addressed

Resources:
  • How to meet the investment needs of
  • 50%-65% of project cost for JNNURM project (State/ULB share)
  • Allocation under JNNURM for West Bengal Rs. 5690 Crore
  • Project already sanctioned Rs 2813.08 Crore
  • Projects in pipeline involving nearly Rs 1500 Crore (excluding MRTS Project of Rs. 3245 Crore.)
  • Difficult to meet requirement of Urban centres other than Kolkata, Asansol due to inadequate allocation under UIDSSMT / IHSDP
  • Existing infrastructure too inadequate to support new growth
Possible Source of Financing
  • Enhance State Plan Allocations
  • Institutional Finance infrastructure project often do not meet requirement of institutional finance
  • Market borrowing (need credit rating)
  • External Funding
  • Enhancement of Resources of Dev. Authorities / ULBs
  • Use of land as resources, development fees, tax, non tax revenues (problem faced due to non-payment of tax by State / Central organisations)
  • Private Sector Participation in infrastructure and services (lack of interest due to low return on capital)
  • Incentivisation of ULBs to augment resources/ allocation of resources for urban poor necessary.
Human resources

Development Authority/ULBs need :

Strengthening of administrative support
  • Proper planning, technical, Finance personnel
  • Need for proper cadre of officers
  • Skill up gradation of personnel through proper training
  • Upgradation of organizational capacity by improved system design and hardware support
  • Building up capacity of T&CG group, CDS
  • Restructuring of DUDA-to act as coordinating monitoring and evaluating agency at District level
  • Strengthening of DLB, SUDA, ILGUS.
Management issues
  • Development Authority and constituent ULBs to work in tandem.
  • Introduction of e-governance at municipal administration.
  • Co-ordinated approach amongst department/ agencies involved in projects leading to economic growth and development.
  • ULBs need greater commitment
  • KMPC to play a major role and the decisions should be binding on concerned agencies / departments.
  • Support of State Government/Planning Board necessary for -
  • Enhanced plan allocation
  • Securing external funding for meeting the investment needs especially for non mission towns.
  • Additional State Budgetary support for JNNURM projects
  • Strengthening and Capacity building of Development Authorities / ULBs

 With dynamic municipal system with efficient service delivery mechanism

 That cater to welfare and upliftment of living standard of citizen especially of urban poor
This calls for
 Development of physical and social infrastructure

 Holistic approach covering health, education and employment aspects
 People’s participation in planning decision making and implementation process so as to add to sustainability

 Empowerment of women, weaker section, and minority Groups

 Ensuring urban-rural integration
